　TOKYO—April 27, 2010—NetSTAR, Inc., Japan’s premier developer of URL filtering product technologies and services, today announced the conclusion of a technology partnership agreement with U.K.-based Bloxx Ltd. for URL filtering technology. The two companies will leverage their respective strengths to create advanced filtering products and services that are accurate, comprehensive, and up-to-date.

　Since its foundation, NetSTAR has made its mission to deliver products and services that accurately reflect the values of its users in different countries and cultures, while developing its business with numerous partners. NetSTAR is Japan’s largest provider of URL lists to the corporate market, and as a testament to their quality, all Japanese mobile phone carriers currently use NetSTAR’s lists. Starting in 2005, NetSTAR has been collecting, categorizing, and distributing URL lists for use in the Chinese market, and in 2007, NetSTAR established the URL Research Center in Dalian, China, to facilitate the creation of URL lists that reflect the unique needs of the users in the Chinese market. To facilitate the creation of URL lists, NetSTAR has proprietary technology that automatically categorizes websites in the Japanese or Chinese languages based on their content.
　Bloxx was founded in 1999 as a URL filtering vendor primarily serving the European market. Bloxx has proprietary Tru-View Technology, which enables real-time filtering that does not rely on URL lists, and sells URL filtering products as an appliance. Deloitte named Bloxx one of the U.K.’s 50 Fastest-Growing Technology Companies in 2007.

　This technology partnership was formed to enable the two companies to combine their strengths and develop URL filtering products and services for the expanding Asian market. NetSTAR will broaden its collection of URLs for non-Japanese websites and provide these to both its local and global partners.
