NetSTAR and Nomura Research Institute (Beijing) Form Partnership for Sale of Filtering Products in China

- Expanding sales of filtering products as part of Web access security services -

TOKYO December 17, 2009

TOKYO—December 17, 2009—NetSTAR, Inc., Japan’s premier developer of URL filtering product technologies and services, today announced that it has formed a partnership with Nomura Research Institute (Beijing), Ltd. (NRI). Initially targeting Japanese companies entering the Chinese market, in December NRI Beijing began offering Web filtering products that contain URL lists tailored to the Chinese market.

As of the end of June, there were 338 million Internet users in China, a 14% jump over the previous year, and of those, over 90% were using broadband connections.(*1) As internal corporate systems grow, lowered productivity due to unrelated Internet use and the threat of information leaks and virus infections are a growing concern. Thus, being able to ensure proper Internet use is vital to corporations.

NetSTAR has been offering URL lists for corporate and home use inthe Japanese market since 2001, with URL list collection,categorization, and distribution services being offered in theChinese market since 2005. To be able to provide its partners with URLlists that closely mirror the Chinese Internet usage trends and thelegal and cultural intricacies of China, NetSTAR established its URLresearch center in Dalien, China, in 2007.
NRI Beijing opened its doors in 2002 to represent NRI’s systems business in China. Starting in 2009, they offer consulting services for the security solutions sector as well.

Through this partnership, NetSTAR's URL filtering products for the Chinese market will be included among the products offered by NRI Beijing as part of its security solution consulting services.
The legal system and work customs of China are vastly different than those of Japan, which causes Japanese companies concern about the proper method for controlling Web access in a Chinese environment. Now, there is a one-stop Web security service that covers everything from Internet usage statistics to the introduction and operation of Web filtering products that are specifically tailored to local customs and conditions. Currently, the plan is to provide services to 100 companies by 2012, starting with these Japanese companies entering the Chinese market.

NetSTAR will continue to collaborate with various partners in an effort to provide Japan and the global community with safe Internet access across a wide variety of platforms.
