OCN to Use NetSTAR URL Lists in new OCN Kids Care Service

TOKYO May 28, 2009

 TOKYO—May 28, 2009—NetSTAR, Inc., Japan’s premier developer of URL filtering product technologies and services, today announced that on May 28 NetSTAR’s URL lists were adopted for use in the site-blocking feature of OCN's Kids Care Service provided by NTT Communications.
 
  As evidenced by the passing of the Internet Control Law in April of this year, there is a growing concern about the use of the Internet by children and a growing demand to restrict their exposure to inappropriate sites, to monitor their use of the Internet, and to guide them when necessary.  In response to this need, NTT Communications released the new OCN Kids Care service on May 28 to help provide a safe environment to individual OCN subscribers and their children.
 The OCN Kids Care service has a blocking feature—whose purpose is to filter out inappropriate sites—in addition to a computer use time-limit feature and a program blocking feature that enables parents to monitor and control their children’s Internet use more broadly, which will enable parents to more effectively guide and educate their children.  This rich array of parental control features is what distinguishes OCN from other providers.

 NetSTAR is the provider of the URL lists used in this site-blocking feature and related functions. Filtering is generally performed by a specialized software application that determines which sites to restrict based on lists of URLs that have been collected during a world-wide survey of websites and categorized in detail based on their content. Filtering effectiveness depends on the comprehensiveness and accuracy of these lists. NetSTAR lists have a high coverage rate of Japanese sites combined with low incidence of false positives, which is why our lists are used by over 40% of the corporate market in Japan, including schools and businesses, and we distribute new lists daily to the national mobile phone service providers to help them meet their filtering requirements prescribed by the Internet Control Law. These performance figures reflect the recognition of our URL lists as well as the quality and reliability of our collection, categorization, and delivery processes

 To use this service, customers must subscribe to the OCN Kids Care service. Then, the Kids Care Program application must be installed on their computer. The cost is 315 yen per month (tax included).
