NetSTAR begins URL research in Dalian, China

- Grasping the local trend in Internet usage to support full-fledged provision of URL lists to the Chinese market -

TOKYO December 4th, 2007

NetSTAR Inc. (Headquarters: Shibuya-ku, Tokyo; CEO: Noboru Ogahara; hereinafter “NetSTAR”), a developer of URL filtering technologies, also involved in the collection, categorization, and delivery of URL lists, hereby announces the launching of its URL research operation in Dalian, China. The URL research center at Dalian will collaborate with existing facilities within Japan to conduct trend analysis, investigation, and collection and categorization of primarily Chinese websites. This will be in preparation for the upcoming full-fledged provision of URL lists for filtering products for the Chinese market.

NetSTAR has been involved in the collection, categorization, and delivery of URL lists for the Chinese market since 2005, when Alps System Integration Co., Ltd. (ALSI), one of NetSTAR’s clients, begun selling filtering products in China.
Up to now, however, the filtering products for China targeted mainly home and school users, and the actual collection and categorization of URL lists of Chinese websites were being conducted by Chinese researchers in our URL research centers within Japan.
In the recent years, the number of Internet users in China has been increasing rapidly, and the Internet has become an essential part of business operations for both domestic and foreign entities. Under the circumstances, there is a growing demand for web access management in business environments, to prevent loss of efficiency due to browsing of websites unrelated to work, and to reduce the risk of information being leaked.
Furthermore, the trend for private Internet use during work differs significantly between China and Japan, with online trading and job transfer activities being much more prominent in China. In order to provide URL lists to meet the requirements of the businesses in the Chinese market, it is critical that we develop an infrastructure to reflect upon such differences, sharing some categories between Japan and China, and preparing categories especially for China where necessary.

Our URL research operation in Dalian, China, will allow NetSTAR to better grasp the legislation, culture, trend, usage, and other details pertaining to the use of the Internet in China which have previously been difficult to grasp from within Japan. Using this infrastructure, we will be able to design our URL list collection and categorization schemes to better match the Chinese market, and contribute to the enhancement of information security by beginning a full provision of URL lists for “web access management in the office,” with our initial clients being the Japanese companies in China.

NetSTAR will continue to commit to the global community by making Internet access safe for everyone, and for any terminal, be it a computer, mobile phone, or game console.
We will also expand our URL list collection, categorization, and delivery operation to meet the local needs around the world, just as we have done for the Chinese market, and continue to collaborate with and provide services to an increasing number of partners.
